Unsafe exposure: true risk ≥ enter-red while state below red. Over-restriction: orange/red while true risk < enter-orange − 10. Reversals: most up/down direction changes in any 5-minute window (report criterion: at most 1). Red lag < 0: red set before true risk crossed the red threshold.
